The survey measures satisfaction of the users with their bikes so a lot of it is perception of the people who reply. Many of the users haven't tried them all and so a straight comparison of peoples responses is difficult particularly with bikes like the 250R which are often first bikes...
Realistically I would not expect a 250R to be better than a F800s... The 250R is a happy little bike with good handling and brakes but build quality is poor (even worse than the ER6) and the engine is short of puff - Not that this effects the fun on B roads but it is despite rather than because of the engine. Its also not exceptionally cheap to run because services are every 3750miles and major ones every 7500 which tends to cost more than the petrol you save compared to bigger bikes.
