what to expect of an A2 aproved ducati monster 821 (restricted)

originally the plan was to get a gixxer 750 once i turned 21. This is now not possible due to the relatively new change in law that says to now get a full licence u need to be 25.Does anyone have an idea of wat a monster 821 restricted would be like to drive? Will i loose touque aswell as top end?Also hypotheticly speaking if someone wanted to remove a restriction of a bike would it be possible to do?
