What is clear is that if a less senior officer in North Wales Police had made this self same appaling error of judgement they would ultimatly have found themselves unemployed. I think the IPCC is mistaken. Regulation 12 of the Police code of conduct states "Whether on or off duty, police officers should not behave in a way which is likely to bring discredit upon the police service." I think it is abundantly clear that Brunstrom's arrogant attitude to this whole episode has done that. We can only hope this episode means that we will not see him gain any more influence or another position of power in the British police!

After reading the full report the IPCC have considered rgulation 12 and said that "The IPCC Investigation has examined the full circumstances of this incident and has not substantiated the allegation that the Chief Constable has breached this element of the Code of Conduct." So they haven't said he didn't just that they think they can't prove it. Figures!
