sv 650 fuel tank

the brass breather /overflow tube that is connected to the inside of the petrol filler cap housing on my sons sv 650 has become detached, apart from leaking fuel out of the filler cap when braking does this tube affect engine running in any way ( his bike seem to run erratic at times and i'm wondering if the tank is becoming slightly de pressurised due to this detached tube)? and what would be the method of repair, can it be soldered or is it a job for a specialist?

Thanks Big Baz
