Claimed weight and BHP

Now then I am sure this comes up from time to time, but here goes again.

When MCN quote weight and BHP of a motorcycle are the values standardised, by that I mean;

Weight - bike ready to roll with full tank of fuel ie its real world figure.

BHP - power at back wheel, again its real world figure.

I ask this because I am somewhat confused about some of the comparisons we read about these days, thanks.

Weights

No, they are usually just taken from the manufacturers figures which can be highly misleading. The weight is usually taken as a 'bone-dry' figure, with no fluids whatsoever; oil, coolant, brake fluid, battery acid, suspension grease are all taken off to give the most optimistic figure possible.
The only exception, IME, is BMW who quote a more 'real-world' figure.
BHP is a movable goal post. Whoever runs the dyno can (effectively) apply atmospheric correction figures to make it seem more or less powerful as needed. Variances can be of the order of up to 10%.
