As I understand it, they'd had him under surveillance for 6 months. They could have captured him. There are very many people who would like to hear what he had to say about the lead up to 911.

I don't believe the authorities wanted that at all.

There are some who believe he's been dead for years, and that videos were faked to justify government reducing our liberty, in the name of protecting us.

Some, I'm sure will believe he's still alive.

I have no opinion on this, but, if I've got it right, they were watching him for half a year. Left him alone, when they could have captured him. Then something happened I'd guess, and they assasinated him, and dumped the body in the ocean with all haste ?

Sounds sus to me

If they have not killed him.  Then how rediculous will they look when he releases the next video?

Could they of captured him? Probably, but why would they want to?

Why bury at sea?  Avoids the site being turned into a shrine.  Where should he have been buried? Many countries would not of accepted him.  Saudi Arabia where he was born is reported as not wanting his body.

Why so soon?  islamic law requires the burial to take place within 24 hours..  Certainly a convenient justification.
