Fair enough I can see the point of fitting ABS as standard...can still make it switchable for those riding off road and perhaps means manufacturers won't get away with charging a small fortune for it as an option. Stopping mods is pointless though...you're saying I can buy an S1000RR but can't buy a middleweight sportsbike and stick an exhaust on it?! Where's the logic in that? The S1000RR is still going to be more powerful, faster, and in the wrong hands a bigger risk. It comes down to rider and driver training and awareness not the capabilities of the machines. It's completely flawed and just an effort to exert control over motorcycles on the roads. Also If they're willing to make a system like ABS compulsory why investigate something like Car2Car or Motorcycle Warning System too? make it compulsory for cars to have it as standard... Have been on a few forums/websites and nobodies getting too  excited about these new proposed laws . I wonder if  todays bikers think this could possibly happen , as a lot of them weren"t around when helmet & seatbelt laws came in . We must not underestimate ANY government , the only thing on their minds - will we get  re-elected  . Being a minority [that means we don"t have the "clout" of car drivers ] they don"t really care what we think , and after all most E.U. countries are discouraging bike-ing . They have it in their heads, bikes are harder to police and  due to more accidents than cars , a bigger drain on the medical services [N.H.S.? ] . I am glad I did most of my riding in the tailend of the heyday of biking , and I am not seeing it thru rose tinted glasses . but why should I , a mechanic of many years & the only one I  trust servicing my bikes ,pay some 18 year old to do it - by law ? . I shall just keep a couple of older bikes ,if indeed that is the way to avoid the silly new rules .
