I have just taken in a Kawasaki Z250 1979 for both project and commuter/winter hack. I wondered if anyone can advise on how to ensure the engine is running and tuned to the max capability? Also anything that from experience and history is a must to check out on the bike.

I'd start with valve clearences.  Then make sure that the carbs are clean and properly set up and that you have a new air filter.  Finally, fresh oil & filter.
