i dont understand the changes in training for 2013

hi there... I turn 16 in may next year and they are changing the training for the DAS... I dont actually understand it... Why couldn't I just do my theory, mod 1 and 2 and getting my full license at 17... My friend got his full license at 17... So why couldn't I???:blink:
