I was caught by mobile speed camera in june (on my birthday no less) and received the usual fixed penalty option. I accepted this offer and sent away my licence and a cheque. I have since moved house yet have all my mail forwarded to new address. Today i received a phone call telling me i have had my licence and cheque returned as they have only received the paper part of my licence. I have not received anything and now have three weeks to resend all parts and payment to them. Where do i stand? Do I just apply for a replacement licence? Is it too late for them to prosecute me? help I'm confused.

they have up to 6 months to get you before the court so by simply doing nothing you will be waiting for a summons to arrive.
