Law changes in France will soon introduce on-the-spot fines of €11 (£8.90) for motorists found to not be carrying single-use breathalysers. Riders and drivers will be expected to use the tests to make sure that they're under the legal limit. I think anyone found to have any alcohol

in their blood stream should get an automatic 5 year ban and or a prison sentence depending on the level of alcohol followed by a stringent re test at the end of it.
