Are they stealing cheap bikes because statistically there are more of them or they are easier to steal?

Also I understand why scooters would get stolen more often, they are typically parked in busy areas on the street, typically not chained and probably take out for joy rides too.  some of these so called thieves may not consider taking a 50cc for a joy ride and then dumping it somewhere as an actual theft.

This is the first of this kind list that I have seen that combines both cars and motorcycles.  

In the US some of the most stolen cars are Honda and Toyota because there are millions of them as Accord and Camry have been top sellers in the US for many years.  So, having a high sale volume has a direct relation to theft rate.
