I would like to think this system will be employed to enforce exsisting rules in a consistant way. If for example abusing a marshall is a 10 point penalty that would then be for everyone as for dangerous riding it is always open to speculation and debate with regards to intent and what penalty it deserves. For example when Sic and Ped collided at Silverstone some said no penalty other said one race ban so there will never be a one size fits all set of rules as it is all based on interpretation. Rider reputation seems to have as much influence on the penalty as the actual incident, admitedly some of these reputations are well deserved but not all so if this points system removes atleast an element of the inherent bias it can only be a good thing.
