Burgess will have made that point to Preziosi,but if he is told they have to work with what they have got and try fine tune the bike, thats what he had to do. He can hardly then turn round and bad mouth his employers to the press can he?? Rossi the same, there will have been times he's had to lie through his teeth and smile, claiming everything is well and going in the right direction, when deep down the truth was very different.
This is purely subjective, it's your opinion but it can't be based upon fact because you'd have to be inside or at least have insight into the team to know that. (Buell will probably be along soon to corroborate it though....)
And we are still way off the original discussion which was that Ducati gave Rossi nothing and spent nothing.
That Ducati can't translate an idea into parts on the bike as quickly as Honda or Yamaha wasn't under dispute.
Ducati are guilty of burying their heads in the sand and getting left behind.

And can we please leave behind the 'power advantage' as the reason for Ducati's success in 2007. Before Honda hit their winning streak with Doohan, their bikes were the most powerful but it did them no good. It took Doohan to convince Honda that it wasn't all about power, they calmed it down and within a couple of years he began winning his titles. Same at Yamaha, the early M1 bikes had viscious power, Furusawa listened to Barros and the engine was softened which gave a far more rideable bike. Ducati currently has the most powerful bike and what good has it done them?
