It came from Brussels. It was drawn up by the EU Commission, a bunch of unelected, unaccountable apparatchiks. By the time it reached any of our 'elected' 'representatives', it was already a done deal, and all they could do was argue over how hard we were getting screwed. And that's how democracy works, EU style.

Sorry to disagree but 47bhp will get you a bike which will be faster than 90% of cars on the roads. This is more than enough to hone your skills. Whether this would improve safety is another matter, but to complain that a newbie who's just passed his test, and has thus real world zero experience, is in some sense restricted by 47bhp on real roads, is just nonsense. An 850 Norton Commando has 47bhp. Kawasaki's new ER6 is an ideal first big bike and will cruise all day at 100mph. What more do these kids need. I'm still happy I passed Direct Access to a S1000RR, but its absolutely not necessary outside of a track day. And guess what, these kids can still ride whatever they want on private roads or tracks. But hey let's just moan and bash the EU.

My old riding school's solution has been to fit restrictors onto their old ER5s for the A2 licence, and get a 650 for the full A test. It's an outlay, but not that much of one.

The real shame of this is in the UK implementation more than the EU rules - they could have provided a training pathway between the stages of the licence, providing valuable advanced training, rather than just having riders repeat the same exercises under exam conditions two or three times. As it stands, many 17/18 year old beginners will be discouraged from bothering to take a test at all until they hit 19 and can do the A2 - the A1 licence offers very little over what you can do on L plates anyway, and most riders with A2 will just do the A test without taking any further training.
