Welcome Cliff,14 years old and low mileage, when you say from new do you mean brandnew?

The carbs could be over filling due to stale/rotten fuel preventing the needle valves to shut off at the correct level.(flooding).

Does your fuel tap have a (PRI) position and a rubber pipe leading to one of the carbs?

Can you smell fuel before starting the bike?

Do you touch/play with the throttle when cold starting using the choke?
