All helmets in the UK must meet BS6658:1985 and carry the appropriate sticker.  Some helmets carry a gold ACU sticker.  The ACU sticker is needed for motorsport / track day use but the value of this is limited.  (They are too easy to get and can even be purchased on eBay!)  As long as you have the BS approval you will be fine. 

Flip front helmets are far better than they used to be but are noisier than a standard full face helmet.  They are also more expensive.  As a new rider I don't think it will make any difference at the lower speeds you will be travelling at and many riders, including the Police, use them and find them to be just fine. 

Comfort and a good fit are the most important considerations when buying a helmet and these should be top of your priority list.

To what Marcus said, you won't find many helmets with the BS kitemark, (the ones that have it would likely be rather old) the law altered in 2004/5 to bring us in line with the E.C. so you'll be looking for a label in the helmet with ECE 22.05
The most important thing with a helmet is that it fits correctly as Marcus also mentioned, you need to go into a shop and try a few different makes, if some of your riding is going to be over 40/50mph you'll need to invest in some earplugs too, the vast majority will generate enough noise to damage your hearing without them!
