zx6r f2 stuttering

My 1996 zx6rf2 will ride lovely but then sometimes whilst riding it stutters between 4000 and 7000 rpm then kicks back into life after about 7500 rpm in any gear, its kind of as if the fuel slows down then all of a sudden kicks back in and Rios your arms off. If commuting on the motorway and riding in this rpm range the bike is just stuttering and jerking. I believe the previous owner had this once and got it looked at and they found nothing but I don't know where to start, any help would be greatly appreciated thanks.

A start would be draining the float bowls to see if there's any water in there.

Then it would be new plugs, and a carb strip, clean and balance.
