I managed to damage my car hitting a pothole. (sorry bike was in the garage for winter) When I spoke to the council responsible I suggested they put up a sign warning motorists about the danger, "oh that would be dangerous and cause people to swerve trying to avoid them." Several weeks later they resurfaced the road and guess what? they put up a sign "WARNING NEW ROAD SURFACE AHEAD".
