 Repave that section of the track starting from the " flop"  and going to slightly past the brow of the hill. Use an extra grippy/abrasive tarmac, compared to the rest of the track.  That way the right-side of the tire enjoys more grip while it is at its coolest, and because the extra grippy track section would be short, the tire wouldn't suffer signifigantly more degradation. Problem solved, and good for rain-grip as well.
