Module 2 test - examiner in car?!

Like many people recently I have taken my module 2 bike test (again) but couldn’t help but notice that not only the first time but also the second time (with the same examiner) he was following me on my test in a small car?

Correct me if I’m wrong but surely they must also be on a bike?
