Road toll being considered for fast lane to cut traffic congestion

An idea being considered by the Highways Agency to cut cues on busy motorways has been leaked.

The idea gives drivers the option to bypass queues of traffic in the fast lane, but only if they pay a toll.

The idea will mean that the hard shoulder will have to be used, to make room for the toll lane.

It is thought that cameras will be used to recognise the number plates of cars using the toll lane.

Alternatively cars will be chipped and sensors will be used to identify the cars as they go past.
